Eric Brown
President

Eric C. Brown is currently the Director of the Department of Housing and Community Development (DHCD) for Prince George’s County, Maryland.  DHCD is comprised of three governmental agencies:  the Department of Housing and Community Development, the Housing Authority (HA) and the Redevelopment Authority (RA).  The Department of Housing and Community Development is primarily responsible for the administration, monitoring and evaluation of the Federal entitlement programs.  The Housing Authority manages the Federal rental assistance program and public housing.  The Redevelopment Authority handles acquisition and development of properties in Prince George’s County. 

Mr. Brown has over 30 years of experience working with various governmental entities. He has over 25 years of senior level administrative and supervisory experience in the affordable multi-family housing arena and has served as Executive Director of the Meridian (Mississippi) Housing Authority and the Annapolis (Maryland) Housing Authority.  He has served as Deputy Executive Director of housing agencies in New Orleans, Philadelphia and Baltimore. In his positions as Executive Director and Deputy Executive Director, Mr. Brown has supervised staffs up to 1,600 and managed budgets up to $250 million.

 

Marsha Parham 
Past President

Executive Director of Baltimore County Office of Housing since June, 2012 . Her previous housing experience was with the Housing Commission of Anne Arundel County, serving as their Director of Finance for 4 years. She has more than 15 years’ experience working with not for profit organizations in a financial or operations capacity. Marsha served on the Executive Board of the Maryland Association of Housing and Redevelopment Agencies (MAHRA) as the Treasurer 2009-2014 and President from 2014 – 2017.  Serves as Vice President of Professional Development for MARC/NAHRO and NAHRO Professional Development Subcommittee Chair.

Ms. Parham holds the following NAHRO Certifications: Certified Management Executive (CME), Public Housing Management (PHM), HQS, and HCV Management. She holds a B.S. Degree in Business Administration and a Master’s Degree in Non Profit Management and a Master’s Degree in Leadership and Organizational Development, from The Notre Dame University of Maryland.

Marsha is also the current Executive Director for the Human Relations Commission for Baltimore County.  Co-Chair of the Regional Affordable Housing Preservation Task Force.

 

 

Nikki Biggs
Senior Vice-President

Nicki Biggs is the Acting Executive Director of the Havre de Grace Housing Authority (HDGHA).  In this capacity, she works to fulfill the agency's mission to provide and develop safe, quality affordable housing opportunities for individuals and families while promoting self-sufficiency, empowerment and neighborhood revitalization.  She holds the NAHRO-CME and PHM certifications.  With 13 years of public housing experience, Nicki participates on a variety of boards in her local community proudly advocating for the population she serves. 

 

 

Ayodeji Badaki, Esq.
Vice-President Commissioners

Ayodeji Badaki is a Commissioner for the Housing Authority of Washington County, Maryland. He is also Founder and Managing Attorney at the Badaki Law Firm, LLC, and Founder and President at First Works Capital Solutions, LLC which provides comprehensive default mortgage servicing consulting and services to institutions, not for profits and individuals in Maryland.

Ayodeji holds a J.D. from the University of Baltimore School of Law as well as an LL.M. from the Georgetown University Law Center where he was founding member of the Georgetown Securities and Financial Law Forum. He assists clients throughout Maryland with a variety of legal, tax and financial matters. Prior to founding The Badaki Law Firm, LLC, Ayodeji worked as a legal officer with the International Monetary Fund and in legal and compliance roles with the National Association of Federal Credit Unions. 
 

Shauna Sorrells
Vice-President Community Development


Shauna M. Sorrells is the Director of Legislative and Public Affairs at the Housing Opportunities Commission of Montgomery County (HOC). She joined the Commission in January 2016. In this role, she spearheads overarching federal, state and local legislative issues; local zoning issues, public affairs, community partnerships and special initiatives including the agency’s non-profit organization, the Housing Opportunities Community Partners.

Prior to joining HOC, she served as the Director of the Office of Public Housing Programs at the Department of Housing and Urban Development (HUD). Overseeing the nation’s oldest subsidized housing program, providing nearly $5 billion in annual federal resources for the day-to-day operations of about 1.1 million public housing units across the country. Ms. Sorrells played a leadership role supporting HUD’s Rental Assistance Demonstration (RAD) program, which has converted almost 85,000 public housing units to project-based Section 8 contracts.

During her tenure in the Office of Public Housing, Ms. Sorrells increased the number of vulnerable families housed in the Public Housing program by 33,000. Drawing on her own personal history in public and subsidized housing, she also created new initiatives and partnerships to expand STEM (Science, Technology, Engineering and Mathematics) resources and programming to women and underserved populations in public and assisted housing.

Ms. Sorrells background includes working with post-Hurricane Katrina Disaster Recovery efforts, overseeing HUD energy and sustainability investments, and pushed to transform ineffective and burdensome housing policies to increase efficiency and service to clients and Public Housing Authorities across the country.

Ms. Sorrells has a Masters in Public Policy from the George Washington University and has completed all requirements towards a doctoral degree (ABD). She earned her B.S. Sociology from the University of Missouri in Kansas City, Missouri.

 

Gina Dyer
Vice-President Public Housing

Gina Dyer is the Director of Property Management for the Housing Commission of Anne Arundel County.  She started working in housing in the private leasing industry 17 years ago with no sense of fulfillment before finding a job opportunity in affordable housing; where she knew she could make a difference.

During Gina’s 9 year employment with the Housing Commission, she worked on building a strong foundation, as an on-site Property Manager, for several years prior to obtaining her current position. Gina’s background with the agency has given her greater insight to the intricacies of managing both their assets and the residents they serve and; has enabled her to be a more effective liaison between staff, residents, contractors and other agencies.  As the Director of Property Management, Gina is responsible for overseeing 21 employees and the overall management of and maintenance of eight communities containing: 826 Public Housing units, 24 Partnership Program condominiums, 15 Project Based Voucher units and 200 tax credit units. Gina enhanced her career development by successfully completing 9 NAHRO courses and has received the CMPO (Certified Manager of Property Operations) Certification, and CSI-UPCS (Certified Specialist of Inspection- Uniform Physical Conditions Standards).

 

Michelle Crittenden
Vice-President  Rental Assistance


Michelle Crittenden currently serves as the Rental Assistance Division Manager for the Housing Authority of Prince George's County where she is responsible for the administration of a program with 5800 vouchers and Public Housing Intake. Michelle has extensive experience in Property Management and Housing Choice Voucher administration. She has work as extensive knowledge of Low Income Housing Tax Credits as well as the Housing Choice Voucher Homeownership and Project Based programs. Michelle holds a Bachelor of Business Administration degree from Tennessee State University and a Masters of Business Administration from Strayer University Nashville. She holds Housing Choice Voucher Program Executive Management certification, Accredited Residential Manager Certification and Certified Professional of Occupancy Designation.
